Richard was born on February 26, 1932 to Sarah (Roberts) Miller and Harlan Miller. Richard was raised in the Berwick area and graduated from Berwick High School in 1950. Shortly after, he joined the United States Air Force, where he faithfully served for 29 ½ years, attaining the highest non-commissioned officer rank of Chief Master Sergeant. Richard and his family lived all over the United States and beyond during his years of service, with tours in Louisiana, Oregon, Hawaii, Washington DC, Okinawa and finally in Philadelphia. After his retirement from the Air Force in 1979, Richard continued his public service as a Federal employee for 16 years with the General Services Administration in Baltimore, Maryland. He retired from Federal Service in 1996. Richard was deeply committed to the Little League organization throughout his life, having coached his own son and umpired in his earlier years. After his retirement, Richard's involvement and commitment to the Little League organization deepened as he went on to serve as the Maryland District 4 Administrator, where he headed both the district and state Little League operations. Missing his home state of Pennsylvania, Richard relocated to York, Pennsylvania in 2007. Richard went by the nick name of Dick and was much loved by his family and the many communities in which he lived throughout his life; Dick Miller will be greatly missed.
